What is DVS?

The DVS measures how much a HGV driver can see directly through their cab windows. This is represented as a star rating from zero (limited) to five (good) direct vision, indicating the level of risk to vulnerable road users, such as people walking and cycling.

FAQ's

I already have a DVS system installed. Do I need to remove the existing system?

It is unlikely that the original system will satisfy the requirements for DVS 2024. The new systems must not detect static street furniture. Moving Office Information Systems (MOIS) also need to be installed. Using our partner MotorMax we can typically upgrade any existing equipment installed to avoid obsolesce.

 

Can I install a progressive safe system and apply for a DVS 2024 permit now?

If you apply for a permit before June 2024 this will be a DVS Phase 1 permit.

 

Who's responsibility is it to ensure DVS Phase Compliance?

It is the operators responsibility to ensure the correct star rating of a vehicle to operate and the correct equipment is fitted to vehicles and with a permit applied for under their business name.

When does the enforcement come into effect?

  • Commercial vehicles weighing over 12 tonnes, specifically Heavy Goods Vehicles (HGVs), have been required to possess a safety permit to operate in London since 2020. However, it is important to note that the requirements for obtaining this permit will undergo changes in October 2024.
  • Starting from June 2024, applications for these permits can be initiated. In order to facilitate the freight industry in acquiring, installing, and validating new equipment, a limited grace period is in place. This grace period applies exclusively to vehicles that have registered with TFL by October 28, 2024, and can demonstrate that they have taken the necessary steps to arrange for the installation of the Progressive Safety System.
  • Please be aware that this grace period is available for exceptions only, and operators are advised to reach out to TFL's operations team for further assistance.
